HB 2140, which creates the "Missouri Task Force on Fair, Nondiscriminatory Local Taxation Concerning Motor Vehicles, Trailers, Boats, and Outboard Motors," was third read and passed in the Senate with a vote of 29-1.
This bill authorizes a taxing jurisdiction to hold a vote, no later than November 2018, on whether to impose a local sales tax on vehicle titling on purchases from a source other than a licensed Missouri dealer after such a tax was repealed.
An amendment was adopted on the floor that changed the bill to be a two-year extension rather than its original five-year language.
HB 2140 went back to the House, and the House concurred with the Senate changes to the bill. The work on HB 2140 was completed with a 130 yes - 13 no voted in the House, and the bill as truly agreed to and finally passed.
